Office of Small Business Assistance

Created by the Oregon Legislature in 2013, the Office of Small Business Assistance operates under ORS 56.200-209, and is housed in the Office of the Secretary of State. Appointed by the Secretary, the Small Business Advocate works outside of both the executive branch and the legislative branch to serve as an objective voice for entrepreneurs within the halls of government.

The Small Business Advocate’s core mission is to assist entrepreneurs who believe they’ve been subject to unreasonable or unfair state regulatory actions. This includes:

  • Investigations
  • Excessive fines
  • Penalties
  • Threats
  • Other enforcement by a state agency

The advocate investigates complaints and works toward a mutual resolution.
